DIST_SUBDIRS is not honoured unless SUBDIRS is also set

When running automake-1.7b generated Makefiles dist rules in CVS libtool,
none of the test subdirectories are distributed unless I also set SUBDIRS in
the same Makefile.am.

I think the snippet at the end of the distdir rule in lib/am/distdirs.am
should be included in the Makefile if only DIST_SUBDIRS is set.

My workaround for the moment is to add `SUBDIRS = .' to the Makefile.am.
