Is "history -s" supposed to work from .bashrc?

Hi,
we've just received a bug report stating that adding

history -s "foo"

to .bashrc doesn't have any effect (verified) in 2.05 (it did in 2.04).

echo 'history -s "Microsoft sucks"' >foo.sh
. ./foo.sh

continues to work as expected.

Is this change intentional?
