Need Info

Hi,

I am new to GNU. I was looking for latest release of 
GNU bash. 
1)I want to know if there is any file which  describes
the list of fixes and upgrades in latest release(of
bash) with respect to previous releases. Also mail me
where and how to access it.

2) I want to know what is the general procedure in
GNU to describe new features and fixes in their
software. Like what is the file name etc.
