This is almost certainly a binutils issue rather than a gcc issue.

However, looking at that PR, I have no idea what the problem is.  I'm
sure it is true that the GNU binutils and the TI tools produce
different files, especially since TI is more off the beaten track of
COFF than most.  But that by itself is not a problem.  What is the
problem?
