This must be a host issue because I can certainly cross-compile a
powerpc-wrs-vxworks binutils-2.20.  I suspect your shell may not like the shell
commands near the end of vxworks.em.  Building under bash will likely avoid the
problem, but if you can, please investigate why your eelf32ppcvxworks.c lacks a
reference to vxworks_before_parse in ld_elf32ppcvxworks_emulation
