[Bug ld/11378] New: bugs on exit from large powerpc64 binary

I noticed when fixing another bug that it's possible for _fini to run with an
incorrect TOC pointer.  While I haven't actually seen this cause a problem,
there is potential for this to break functions that run on exit.  eg. c++ global
destructors if __cxa_atexit is not used.
