I'm not very much convinced the keep-unique flag would be very practical. Maybe
having an option to choose the global behavior of ICF vs. reordering would be
good. Something that would allow to choose between "all reordered sections are
unique" and "fold in the first appearing section".

My other concern is that keep-unique wouldn't be usable at all with
callgraph-based reordering, which aiui uses the same reordering code, but
generates the list itself.
