Gold also gives an error with --unresolved-symbols=ignore-all:

$ gcc -Wl,--unresolved-symbols=ignore-all 1.c
/usr/local/bin/ld: error: hidden symbol 'foo' is not defined locally
collect2: error: ld returned 1 exit status
