No, actually I suspect it's a bug in Bison. That bug is
platform-dependent, though, so I can see where it would work with GCC
but not the SGI compiler.

Here is a patch to Bison 1.875a that worked for one user:

However, rather than trying to backport this mess to Bison 1.875 I
suggest trying the latest Bison test version instead. We're getting
fairly close to a new version.
