I'm not sure cfengine does 'partial matching', i.e. matches lines containing 
the pattern (like Perl does). So you should try with :
LocateLineMatching 'USE_KERNEL_NFSD=.*'
and
LocateLineMatching 'USE_NIS_FOR_AUTOFS=.*'
