I had supplied a patch to Mark that did this limit control using locks. It 
had the bonus limiting runs to minimum of 5 minute intervals whether they 
came from cfexecd or cfservd. I though this patch made it into the final 2.0 
release. Just checked and it seems to be there. What version of cfengine are 
you using?
