cfengine 2.0.5 compiling on HP-UX 11.0

I am trying to install cfengine 2.0.5 on HPUX 11.0
Using gcc version 3.2

Both BerkeleyDB.4.1 and openssl installed with out any problmes.

./configure 
Works fine

make fails on the following error's
No suffix list.
Making all in pub

Stop.

Any idea's on what the problem might be.
