3.06 has an unprotected printf in

Cfengine 3.06, locks.c:493 has an unprotected printf statement in the 
InitializeLocks() function:

printf("In PutLock again\n");

This periodically results in oodles of text in my output and confuses my 
logwatching stuff.  I assume it is a piece of debuggery that slipped 
into the release, and can safely be removed...?
