Issue with cfengine 2.1.7p1 on HP-UX 10.20

Hi -

 

I had been using cfengine 2.1.7p1 on HP-UX 10.20 ( build and compile is successful, meaning ./configure; gmake; gmake install)

 

But I am unable to start my cfenvd and vicf

 

#/opt/cfengine/sbin/cfenvd

 

#/opt/cfengine/sbin/vicf

 

But none of them are starting up. If some one could possible point me to the right direction.
