An update on the status of this bug.  My patch was approved and committed:

...but later overwritten due to problems with menus:

I don't know how to resolve this.  Later when I have more time I will come back
to it, study the menu layout code, and see if I can find a solution.  But that
won't be in the short term, so if anyone else wants to take a look at it, go
ahead.  I'll reassign this to default.
