[Bug gjdoc/22772] gjdoc should support all javadoc command line options

I've attached a list of javadoc commands that gjdoc doesn't support.  We should
implement these options.

Gjdoc now accepts all Javadoc 1.4 options. All options are supported as well,
i.e. they do what they are supposed to do, except for -serialwarn and
-helpfile.

Bugs or missing features in individual options should be filed under different
bug IDs.
