[Bug classpath/35166] New: gcjwebplugin should obey system proxy settings

When the environment variable "http_proxy" is set gappletviewer should obey it.
When the browser (firefox or other) the proxy setting from it should be obeyed
in the plugin. Both is currently not the case.
