Actually, I had used configure that way on occassion for cross-compile builds. Certainly it's also useful if one wants to configure and build an alternate target set for debugging, for packages that have varient configure build options, etc. But it has been awhile since I have done a cross build so I had not even thought about testing that when we did the new directory layout for includes...
