bad perms on install-sh in coreutils-4.5.4

The config/install-sh file has perms 644 in the
coreutils-4.5.4.tar.bz2 tarball:
# bunzip2 < /u/shelton2/software/zip/coreutils-4.5.4.tar.bz2 | tar tvf - |
/usr/bin/grep install-sh
-rw-r--r-- 1000/1000 6315 2002-11-25 16:54:28
coreutils-4.5.4/config/install-sh
This causes a bootstrap of coreutils on a system without a working
install command not to work:
make[2]: Entering directory
`/u/shelton2/software/build/SunOS-5.5/coreutils-4.5.4/src'
/bin/ksh ../../../../src/coreutils-4.5.4/config/mkinstalldirs
/u/shelton2/software/SunOS-5.5/bin
../../../../src/coreutils-4.5.4/config/install-sh -c chgrp
/u/shelton2/software/SunOS-5.5/bin/chgrp
/bin/ksh: ../../../../src/coreutils-4.5.4/config/install-sh: cannot execute
make[2]: *** [install-binPROGRAMS] Error 1
This is on a Solaris 5.5.1 system, BTW:
#uname -a
SunOS amethyst 5.5.1 Generic_103640-40 sun4u sparc SUNW,Ultra-5_10 Solaris
