It's correct (you forgot to add the reserved blocks).  
                                                                                
       
If you take 5% of 68G for the reserved blocks, you have : 
                                                                                
       
5% of 68 is 3.4 
                                                                                
       
3.4+3.5+61 
67.90 
                                                                                
       
You can reduce the place allocated for the reserved blocks when you 
create the filesystem.
