I've done this:
* src/who.c (usage): Undocument deprecated --idle (-i) option.
doc/ChangeLog
(who invocation): Remove documentation for deprecated --idle (-i).
And will remove them in late 2006 along with the others.

I don't like the --users name.
Doesn't make much sense. --idle would be a better long name,
so I'm leaving the --users variant undocumented in the texinfo,
for now.
