I would cheekily point out that the reason you see the unwelcome sort order in the first place is caused by an environment variable.
If you do not like the machine/X session/whichever default which is ignoring case and punctuation, perhaps that is the problem which should be changed?
Another [custom] solution might be a wrapper around /usr/bin/sort which sets the environment according based on these new options, then calls /usr/bin/sort.real
