You are better off reporting issues with the cygwin version of cat to the
cygwin mailing list, cygwin AT cygwin DOT com, since more likely than not,
your problem is not with upstream cat, but with how cat interacts with
Windows. Many of the details in your message make no sense to most people
on this list, but are readily interpreted by the cygwin folks.
However, I use cat on cygwin, and do not suffer from your problem. So I
would be glad to further explore this issue with you on the cygwin list.
