missing INSTALL file

missing INSTALL file |

I just checked out coreutils for the first time with the following command:
cvs -z3 -d:pserver:address@hidden:/sources/coreutils co .
My intention is to build it from source.
The README file has the following line:
"See the file INSTALL for compilation and installation instructions."
However, the INSTALL file does not exist. Am I looking in the wrong place?
