I haven't had time to fully analyze these failures on cygwin, but here's
the list.  The bulk of the problems are probably due to file name
restrictions, or the fact that directories in cygwin are created with
non-default ACL settings:

make[4]: Entering directory `/home/eblake/coreutils/tests/rm'
FAIL: deep-1.log (probably file name length related)
FAIL: fail-eacces.log (probably directory ACL related)
FAIL: inaccessible.log (probably directory ACL related)
FAIL: cycle.log
FAIL: rm1.log (probably directory ACL related)
FAIL: unread2.log (probably directory ACL related)
FAIL: unreadable.log (probably directory ACL related)
make[4]: Entering directory `/home/eblake/coreutils/tests/misc'
FAIL: ls-misc.log (probably file name content related)
FAIL: pwd-long.log (probably file name length related)
FAIL: readlink-fp-loop.log (probably due to cygwin bug in .. handling)
FAIL: sort-compress.log (this test went into an infinite loop)
make[4]: Entering directory `/home/eblake/coreutils/tests/cp'
FAIL: file-perm-race.log (probably directory ACL related)
FAIL: parent-perm-race.log (probably directory ACL related)
FAIL: fail-perm.log (probably directory ACL related)
make[4]: Entering directory `/home/eblake/coreutils/tests/du'
FAIL: long-from-unreadable.log (probably file name length related)
FAIL: long-sloop.log (probably file name length related)
FAIL: inaccessible-cwd.log (probably directory ACL related)
make[4]: Entering directory `/home/eblake/coreutils/tests/install'
FAIL: basic-1.log (probably $(EXEEXT) related)
make[4]: Entering directory `/home/eblake/coreutils/tests/ls'
FAIL: stat-failed.log
make[4]: Entering directory `/home/eblake/coreutils/tests/mkdir'
FAIL: p-3.log
make[4]: Entering directory `/home/eblake/coreutils/tests/mv'
FAIL: hard-3.log
FAIL: perm-1.log
FAIL: part-fail.log
FAIL: partition-perm.log (probably directory ACL related)

FAIL: ignore.log (probably directory ACL related)


Ultimately, I don't think cygwin issues need to hold up your release schedule.
