Thanks for the report.  The documentation is correct; however, seconds can
only be 60 when representing a leap second, and even then, only on
machines that honor leap seconds.  As there have been less than 100 leap
seconds since 1970, and as many machines simplify calculations by not
worrying about leap seconds, this means that you are very unlikely to ever
see seconds of 60 be used.
