Cygwin can also perform chroot(1) as a non-privileged user (although
cygwin's chroot is more of an emulation than a security feature, since the
user can access paths outside the chroot by using native Windows calls).
As long as the default 'make install' doesn't put chroot in /sbin, then
I'm in favor of keeping chroot.1 rather than changing to chroot.8.
