Apparently it's LANG that sets the locale: no LC_* variables were set.
getafix:~/test-ls> echo $LANG
en_US.UTF-8
getafix:~/test-ls> ls
A b C d E f G h I j K
getafix:~/test-ls> unsetenv LANG
getafix:~/test-ls> ls
A C E G I K b d f h j
getafix:~/test-ls>
