my guess is it's not specific to cpio.  it's probably a test pulled in via 
gnulib.  in which case it's not really cpio's problem.

you could try FEATURES='-sandbox -usersandbox' to see if it builds.  
otherwise, you should file a bug at bugs.gentoo.org rather than posting to the 
cpio mailing list.
