Hi,

the user interface GNU cpio is already translatable for a very long time and
translated into many languages. We should also provide translated man pages and
texinfo manual. Although po4a [1] should be able to handle it, it fails on the
latter for now, so we should concentrate the effort on the man pages.

Have a look at the attached files:

The script create-man-pot.sh creates a pot template from the contents of cpio.1
and mt.1. It also contains a command for creating a template from the texinfo
manual, but this fails currently, as already mentioned. Half the file gets
parsed "as is" without splitting it into legible strings. Seems to be a common
problem in po4a-updatepo, it also fails on a few other texinfo manuals
(coreutils, recutils etc.).

The second script translate-man.sh writes the translated strings back to the
roff files. It assumes the presence of the po files in the same directory. For
testing purposes I've written a German translation which I've also attached.
It's complete for the time being, but has to be reviewed first by other 
translators.

There's a module on translationproject.org for the UI translations. We need
another one named cpio-man or anything similar to maintain the doc translations
accordingly.

Besides that, the localization should happen before releasing a new version.
Means, it should be part of "make dist". That way the distribution packagers
don't have to bother with po4a. Moreover, it can be critical to use different
po4a versions while creating the template and the resulting man pages.
