Running CVS 1.11.1 on Sparc Solaris 7 for both client and server.
CVS won't create a .cvspass file if it doesn't already exist:
$ cvs login
Logging in to :pserver:stephen@vancouver:2401/ash/cvsroot
CVS password:
cvs login: failed to open /tgi/users/rocky/.cvspass for reading: No
such file or directory
cvs [login aborted]: fatal error: exiting
$ touch ~/.cvspass
$ cvs login
Logging in to :pserver:stephen@vancouver:2401/ash/cvsroot
CVS password:
$
