I noticed a difference in the cvs admin -l command, between CVS 1.10.3 and
1.11.1
In 1.10.3, only the user who issued the "lock" command is able to remove the
lock.
In 1.11.1, it seems that any user (in the cvsadmin group) is able to remove
the lock, not only the one who put the lock initially.
I would like to know which one is the "correct" behaviour. It seems to me
that it should work as in 1.10.3.
