[patch #4446] Set execute bits on file via `cvs admin'

Follow-up Comment #7, patch #4446 (project cvs):

Based on some private comments from Mark Baushke, I've added a change to
carry through my enum change and forward the --execute arguments through to
the server.  This still needs tests and docs...
