? Files not in repository |

Hello,
Recently I have been running into a problem where CVS does not always report
files not in the repository on a cvs diff or cvs status command.
Running on Redhat, version 1.11.22 , using a local repository, it never reports
files not in the repository (with the syntax "? path/to/file"). If I access a
remote repository using ssh, it seems to "sometimes" report files not in the
repository.
Any help on this issue would be very much appreciated.
Thanks,
Mike
