Suggest to move the --ask prompt a few lines down

Hi,

if -v[v...] is specified, ddrescue prints useful lines about the 
interpretation of various possibly specified options. If --ask is used, 
this is done after the (y/N) prompt. I would suggest to print these 
lines before the prompt. The devices may be OK, but the options may not.
