Good catch, I think.
I'm at a loss.
I wouldn't have pulled it in just for fun...
Yet I see no reason to include it.
And with the following patch, everything seems to work, so...

Subject: [PATCH] maint: don't pull in gnulib's nanosleep unnecessarily
* bootstrap.conf (gnulib_modules): Remove nanosleep. Not needed.
