[bug-diffutils] diff Windows installer

While SourceForge
<http://gnuwin32.sourceforge.net/packages/diffutils.htm>has a Windows
installer for diff tools, the installer does not add the diff
binaries to PATH. This is silly, diff utils might as well be released as
flat files.

I created an MSI installer for diff utils that automatically adds the
binaries to PATH. Enjoy.
