Running `make install-string' requires that INSTALL is defined in the
environment, otherwise INSTALL_PROGRAM will be defined as ' -s'. The
toplevel makefile has this:
INSTALL_STRIP_PROGRAM = $${INSTALL} -s
thus install-strip runs the command:
make INSTALL_PROGRAM="${INSTALL} -s" \
INSTALL_PROGRAM_ENV='' install
This is probably a bug in automake 1.4e.
