man/*.1 and *.x have different date, why?

Dear Sir:
When I tried to build file-utils with my cross-compiler, I had a problem
compiling "man". Due to the date of *.x and *.1 are different, the
Makefile will try to run an executible which can't run on my host.
I wonder why the *.x and *.1 have different date. Of course I can touch
them before building them. But it will be nice if
they come having the same date as they suppose to be.
