Follow-up Comment #1:

Fixed in CVS.  The basic problem was that safely_follow_chdir() was ignoring
its fourth argument.  
This bug was introduced by me while I was adding code to fix bug# 11879. 
Test cases exist in the test suite now to detect any reappearance of this
bug.  Unfortunately bug# 11879 is not easily tested in any automated
fashion.
