Perhaps that's partly because coreutils already detects such
filesystems and "does the right thing" for them, for programs like "cp
-u". At least, this is true for coreutils CVS.
I don't understand the original bug report, but perhaps if the
original requester can reproduce the problem under coreutils CVS and
show exactly what the issue is, we can do something about it.
