[patch #4340] Set ${NICE:0} value on "su command" clean environments

I do not think the correct way to fix this is in find. It caused by
pam_limits.so always resetting the nice value, which it should not.

This was reported as http://bugs.debian.org/316930 and the corrsponding
report against PAM is http://bugs.debian.org/241663
The latter one is lingering, but I hope it will be dealt with, once PAM's
maintance catches up.
