I assume you mean 4.2.31.

4.4.2 is the latest stable version. The latest development version
is on alpha.gnu.org.

I'm not sure I understand your question. In every release there is
a file called NEWS. This summarises the user-visible changes.
There is also a file called Changelog which details the actual
source-code modifications. You can also review the changes in the
git repository too. See

I don't know to be honest. I've not used z/OS and don't know how
POSIX-like it is.
