[bug #29512] [feature request] xargs parallel processing env-val improvement

Follow-up Comment #12, bug #29512 (project findutils):

Tange: well parallel seems to not be very popular for distribution
maintainers. my distribution even does not have package with parralel and
they're saying something about conflicts with gnu more.

i think this is usefull patch as xargs are (almost) everywhere.
