Thanks - looks like that information would have helped me pinpoint the
problem I had with ax_prefix_config_h.m4.

fwiw, I wound up getting rid of ax_prefix_config_h.m4 from the
t4k_common library and used a different autoconf-based method to
conditionally include the replacement alphasort and scandir functions.
 After that, gettext worked properly again.

If there is sufficient general interest in this use case (calling
gettext in a library that uses ax_prefix_config_h.m4), I can try to
reduce it to a small test case, otherwise we can consider the issue
resolved.
