pt.po and pt_BR.po are actually managed by different translation teams
(Portuguese and Brazilian, respectively).
For Hebrew it would be easier: You would regenerate the PO file in visual
order from the one in logical order by use of 'msgexec' and 'fribidi'.

On bug-gettext, the list moderator needs to approve posts from people
who are not subscribed; this may take a couple of hours.
For translation-i18n, only the list administrator can answer you;
according to <https://lists.sourceforge.net/lists/admin/translation-i18n>,
it must be Karl Eichwalder.
