[bug-gettext] Which windows 7 setting is used to specify the language ?

I use a application which use gettext to detect the language of my system.

My Windows 7 64bit is a English installation but the keyboard and formats are set to german to fit to our locale requirements. But all application and conversations are in English.

But the default language is English with german keyboard. So my guess is that English is the language of choice.

 

So which tab setting of the regional settings is responsible for the gettext function in windows 7?
