[bug-gettext] country code list in gettext stale

Hi Daiki,

The gettext manual includes a country code list (node Country Codes,
file doc/iso-3166.texi).  It's not up to date (in 0.18.3.2), for
example, it does not include SS for South Sudan.  I'm not sure if it's
really a good idea for gettext to redundantly include these tables
(ditto ISO 639), but either they should be removed or updated.

For the current list, the best place I know to look is

since ISO has unfortunately put their list behind a web registration
(and I don't get the impression they provide the simple text list any
more at all).
