[bug-gettext] License question regarding po/Rules-quot

Hello,
I recently gettextized a GPL 2'ed programm using the gettext from
Debian stable. From /usr/share/doc/gettext/copyright I learned that
there are several licenses attached to gettext. Also some files carry
a note that they may be used even if the programm itself is not under
the GPL.

During gettextization I got one file I'm unsure about: po/Rules-quot

Under which license does this file belong? Can I use it even though the
programm I i18n is "only" GPL 2 (not GPL 2+)?
