[bug-gettext] hello distribution url

In the gettext 0.19.4 manual, the Adjusting Files node talks about the
GNU hello distribution being at
"<http://www.franken.de/users/gnu/ke/hello> or
<http://www.gnu.franken.de/ke/hello/>".  That was true in the past, but
Karl E. hasn't maintained Hello for some years now.

The best url for GNU Hello is http://www.gnu.org/software/hello.  It
could be updated, or alternatively you could just omit mention of Hello.
The gettext distribution is a better place to look, because it has
examples for many programming languages, which Hello necessarily cannot
match.
